The main goal of Work Package 6 (WP6) in the NOBID project is to demonstrate the ability to issue and revoke Qualified Electronic Attestations of Attributes (QEAAs) of national and international interest. This involves ensuring that these attributes are interoperable across borders and can be used effectively within the European Digital Identity Wallet.
The main activities of WP6 are:
- Issuance of QEAAs: Each participating country must choose and issue relevant QEAAs during the pilot. These attributes are crucial for various digital transactions, including identity verification and service access.
- Interoperability: Ensuring QEAAs are interoperable across different countries and systems.
- Cross-border Testing: Testing the issuance and use of QEAAs in cross-border scenarios to ensure they function seamlessly across different national systems.
By facilitating citizens’ and businesses’ access to cross-border services and transactions, WP6 helps strengthen the Digital Single Market. Besides, WP6 is perfectly aligned with the goals of the EUDI Wallet initiative, aiming to provide European citizens with a secure and interoperable digital identity solution, and its work is relevant for the other Large-Scale Pilots (LSPs), as it can provide valuable insights and best practices.
However, WP6 also faces challenges including both technical interoperability, requiring alignment among all the actors about technical standards and protocols, and semantic interoperability, as countries may have different definitions for attributes.
In short, WP6 plays a crucial role in advancing the goals of the NOBID project and the broader European digital identity landscape. By focusing on the issuance and interoperability of QEAAs, WP6 addresses key challenges and leverages significant opportunities to enhance digital transactions and cross-border services in Europe. This work is essential for building a robust and user-friendly European Digital Identity Wallet that can be trusted and widely adopted by citizens and businesses across Europe.

WP6 contributes to major benefits addressing citizens, including enhanced security and privacy, convenience, and accessibility.
On the business side, WP6 focuses on providing major benefits such as reduced costs and increased efficiency, as digital identity solutions lower administrative costs and speed up transactions through instant identity verification, and enhanced security and compliance, reducing fraud risks.
Finally, key benefits for stakeholders include improved public services, economic growth and innovation, and enhanced collaboration and interoperability.
Participants and contributors
16 members of the NOBID Consortium contribute to WP6 activities. These members include a mix of government agencies, qualified trust service providers (QTSPs), technology partners, and financial institutions from the countries involved. Their role involves contributing to the issuance, interoperability, and cross-border testing of QEAAs.
Main activities, progress, and next steps
In the first part of the project, WP6 focused on analysing relevant use cases for NOBID. The outcome of this analysis was a list of QEAAs to be tested in the second part of the project.
While validating the wallet functionalities, with a particular focus on the issuing and revocation of QEAAs, WP6 is currently planning the test that will validate the interoperability of the NOBID solution.
The main next steps encompass assessing the cross-border interoperability of QEAAs and establishing collaborations with the other LSPs to validate the interoperability of the solutions developed.
