About NOBID
The NOBID consortium consists of some of Europe´s most advanced and trusted identity experts who was joined forces to deliver a large-scale pilot of the EU Digital Identity Wallet. Our focus is especially on the cross-border payments use case and our proposal is strongly aligned with the aims of the European Commission.
All countries in our consortium have well-established digital infrastructures. A vast majority of the population in most of the participating countries are already benefiting from eID and electronic payment solutions daily. By joining forces with some of the largest banks and financial institutions of our region, as well as some of the most advanced technology providers and largest retail groups, we believe that we have formed a strongly positioned consortium.
The national eID solutions in our countries are rated for the highest security level according to the eIDAS regulation, and our project structure is designed to adapt to the upcoming ARF. This gives us the great foundation to contribute to the development of the next generation of eID and cross-border payments in Europe, and to enhance the daily lives of all citizens of the continent.
The NOBID Consortium is Co Funded by the European Union, as part of the Digital Europe Work Programme 2021-2022, and is one of four Large Scale Pilots funded after the call for Accelerating best use of technologies (DIGITAL-2022-DEPLOY-02)

Who is involved in NOBID?
Countries participating include:
Norway
One of the most advanced countries in eID and digital payments. Over 90% of citizens have an eID and over 75% are using digital payment instruments, for example for buying everything from a book to a car.
Denmark
By manifesting to a "digital-first" approach, Denmark has become one of the countries with highest adoption of eIDs. Today, over 90% of citizens in Denmark are benefiting from their eIDs regularly. In 2021 and 2022, Denmark has been introducing the next generation of their national eID as well.
DSGV
The German Savings Banks Association is one of the largest banking groups in Europe with 510 members and over 15 000 branches. In 2021, the total business volume processed was over 3380 billion Euros
Italy
Among the largest economies of Europe, which is also highly focused on eIDs and digital payments. Italy has designed and developed its own digital identity scheme, which has also been notified to the highest level of security according to the eIDAS regulation.
Latvia
Among the countries with the highest digital maturity. From 2023, eID cards are mandatory by law to all citizens and gives easy, quick and secure access to digital services provided by the state.
Iceland
A highly digital society who has been offered state-of-the-art digital services through the Digital Iceland-programme. Over 95% of the eligible population has obtained an eID and over 90% of households use electronic payment solutions to purchase goods and services
National agencies participating include:
Norwegian Digitalisation Agency (Digdir)
Digdir is the most important tool of the Norwegian government in public digitalisation. Digdir owns and operates the national ID-gateway, which serves as a hub for various eID solutions and thousands of digital services. In addition, Digdir will act as the lead coordinator of the NOBID consortium, leveraging its experience in coordination cross-border eID initiatives.
Danish Agency for Digital Government (DIGST)
DIGST is in charge of the implementation of the Danish government´s policies for developing and expanding the digital public sector. DIGST also responsible for major parts of the Danish public digital service infrastructure, including the Danish eID solutions, national citizen portal and the national log-on solution.
German Savings Banks Association (DSGV)
DSGV is the umbrella organisation of the Sparkassen-Finanzgruppe, which serves approx. 50 million customers. With 510 members and over 15 000 branches, DSGV processed a business volume of more than 3380 billion Euros in 2021. In the NOBID pilot, DSGV will contribute with technology and payment capabilities, as well as real users for testing the actual wallet.
Department for Digital Transformation (DDT)
DDT is part of the Presidency of the Council of Ministers of the Italian Government, and serves as the support structure for the Minister of Technological Innovation and Digital Transition. The experts in DDT collaborates in the eIDAS Expert Group where Italy is also leading WP4 - Governance of the Wallet and the Payment Use Case. In NOBID, DDT is highly involved in many of the work packages, and will also be coordinating the participation of Italian partners.
Latvian Radio and State Television (LVRTC)
LVRTC is a fully state-owned company which is also the only qualified trust service provider in Latvia in accordance with the eIDAS regulation. In NOBID, LVRTC will both serve as a QTSP and EU Digital Identity Wallet provider for Latvia by building a wallet based on the existing Latvian eID mobile solution.
Ministry of Environmental Protection and Regional Development of the Republic of Latvia (VARAM)
Information and communication technologies are one of the primary responsibility areas of VARAM. This includes the establishment of one-stop principle for provision of state and local government services and implementation of modern and effective ICT solutions in public sector. In NOBID, VARAM is coordinating Latvian partners.
Icelandic Ministry of Finance and Economic Affairs (FJR)
The Digital Iceland programme within FJR is a cross-functional unit within the Ministry which is tasked on leading the digital transformation across the Icelandic government. The tasks of FJR Digital Iceland includes the development and operation of national authentication and authorization solutions. In NOBID, FJR Digital Iceland is coordinating the Icelandic partners.
Background of the NOBID Consortium
The Nordic-Baltic eID Project (NOBID) was initiated by the Nordic Council of Ministers to enhance digital mobility in the Nordic-Baltic region. The project is still ongoing and facilitates the use of national eID solutions across borders in the region to give citizens access to digital services.
In light of this project, we extended our cooperation and joined forces with other European countries and relevant partners, such as banks and attribute providers, to create a well-positioned consortium for the EU Digital Identity Wallet Large-Scale Pilot.
The NOBID project and the consortium for the large-scale pilot are coordinated by the Norwegian Digitalisation Agency.
