The main goal of Work Package 9 (WP9) is to identify the best solution to handle cross-border identification matching across the countries participating in the pilot project, and to implement it into the NOBID LSP’s European Digital Identity Wallet (EUDIW).

WP9 aims to enable cross-border validation of the user identity when necessary (non-payment case included) and to eliminate duplication of identity checking in cross-border cases.

Key milestones, objectives and activities

The scope of NOBID’s WP9 includes the following activities:

  • Design and develop a cross-border identification solution for the digital wallet;
  • Test national and cross-border identification, by defining and executing test cases supporting at least two countries for different user profiles and different service provider profiles.

These activities are meant to ensure that the identity-matching process is robust, secure, and user-friendly, ultimately contributing to the success of the EUDIW initiative.

Benefits for citizens 

The benefits of handling cross-border identification matching across the countries for citizens are:

  • Enhanced Security. The security of the chosen method of identity proofing in terms of false acceptance rate is high when the identity proofing is based on a notified eID;
  • Convenience. Identity proofing is only done once, providing convenience and a good user experience.

Main participants and contributors

The participants and contributors in WP9 are a combination of national and governmental agencies, trust service providers, and entities that include:

  • Danish Agency for Digital Government (DIGST): co-leader, involved in designing and testing cross-border identification;
  • Latvian State Radio and Television Centre (LVRTC): co-leader, involved in designing and testing cross-border identification;
  • Auðkenni: involved in designing and testing cross-border identification.

Additional contributors include the Norwegian Digitalisation Agency (DigDir), Nets A/S, Ministry of Finance and Economic Affairs of Iceland, ABI Lab, Ministry of Smart Administration and Regional Development of Lativa (VARAM), Signicat, and PagoPA.

Current status and next steps

As of today Denmark, Iceland and Latvia have each designed their national solutions for identity matching in the NOBID Wallet. The solutions are expected to be implemented and tested in 2025.
